Fagnant, 64, passed away at the South Lincoln Medical Center in Kemmerer, WY on December 21,2020.  David (Dave) was born on July 4, 1956 in Kemmerer, WY to Richard and Elizabeth (Bety Wynboom) Fagnant.  Dave graduated from Kemmerer High School in 1975.  After High School, Dave worked construction in the fall and went to college in the spring.  Dave attended the University of Wyoming where he graduated in 1982 with a Bachelors in Business Administration/Finance.
